This is definitely a restaurant, going inside. A little more examination reveals it to be a Mexican restaurant--and of genuine Mexican food, even. Of course, there isn't really a lot of food to be found here, but there are several tables and booths, and in the back there's a small couch and a bathroom. The couch has been torn up with a knife.
